Right now the cleaning system is abit of a mess. I believe cleaning methods should be split up into two types:

1. Floor mopping. Only cleans the affected turf and any floor decals such as blood or runes. The mop and clean bot does this type of cleaning.
2. "Full height" cleaning. Should clean anything on the tile such as items, mobs and their equipped goods. Space cleaner, shower and water vapor does this type of cleaning.

hardsuits don't define flags_cover for stuff like shoes etc but they obviously cover the shoes. This results in shoes not being cleanable in the washed proc
