with the devastation of war

"Devastation" (also NET) seems to emphasize the result, but וֶעֱז֖וּז seems to emphasize the cause (strength, might, fierceness).

The ULB of ISA 42:25 now reads: \v 25 Therefore he poured out on them his fierce anger and the violence of war, \q1 Its flames encircled them, yet they did not understand; \q1 it consumed them, but they did not take it to heart.
