חֵרֵ֣ף is more like reproach or rebuke than anger. Consider

he rebukes those who [whatever] me

The secondary meaning of חֵרֵ֣ף is (from BDB): II. vb. crush, trample upon -- Qal trample upon, crush (the poor, etc.), fig., c. acc. pers.; strangely

The ULB can stand.
