Add `<note>` tag #87

Adds support for SandCastle's note with additional F# language and commented out J# and C++ languages.

thanks for the good work! I will probably do some refactoring (and add some much needed unit test) of how new element can be added (and maybe even be extended in the futur) because it won't stay maintenable if it keeps growing :)
