Accessibility improvements #279

This PR improves accessibility and fixes issues raised by a lighthouse report. Changes made include:

adding ARIA labels where they were missing
making sure links have a discernible name
fixing ordering of various elements in the DOM so that when tabbed through using a keyboard, it matches the visual order
making the scale bar focusable and usable with a keyboard
