We would like the ability for certain attributions to be fixed to versions, so they always display regardless of the layers currently switched on.
This would work by having an options 'AttributionID' column attached to versions, which looks up attributions from our existing attributions table. If a version had this attribution, this would be added to the standard attributions bar at the bottom and always be on.
