Update OpenLayers to v10.
This update brought improvements to types, meaning a lot of types in here have been simplified back. Apart from that no major issues found locally.
Also updates other client dependencies to their latest compatible version.
Some minor updates to how shepherd (tours) works but nothing else of note required.
