Correct the logic in to update the program details in the `user_program`.

Describe the bug Recently we have diagnosed the issues causing the discrepancy

• Users got content related to incorrect programs
• Users getting content related to more than one program

The root causes for the issue were diagnosed here -> #477 Now, we wanted to add some fixes at the application level.

Expected behavior

• [x] Fix the logic for the program details updation in the codebase.
• [x] Check if the program value updating to the user program is default or not.
• [x] If the value updating to the user_program is DEFAULT then fetch if there are already any responses in the database.
• [x] Update if the existing response for the program is available.

Acceptance Criteria

• [x] The program and time details should be synced to the database properly.

Documentation Add whatever documentation will be required here.
