Backfill the correct data for all the users in the data base.

Describe the bug Recently we have diagnosed the issues causing the discrepancy

• Users got content related to incorrect programs
• Users getting content related to more than one program

The root causes for the issue were diagnosed here -> #477 Now, we wanted to Fix all the issues and backfill the correct data for these users

Expected behavior

• [x] Backfilling of the correct data in the database for the affected users:
  • [x] Program data.
  • [x] Timeslot data.

• [x] The program and time details should be synced to the database properly.

Steps to backfill the data in the database:

• [x] Export the data from the RapidPro for all the users.
• [x] Create the list for all the impacted users.
• [x] Filter the latest program details from the RapidPro data for the impacted users.
• [x] Create the SQL queries to update the data in the database.
• [x] Execute the queries in the production database.
