[FEATURE] Migrate users to new channels configured for states UP and KA.

Is your feature request related to a problem? Please describe. The UNICEF team has configured new DID numbers for 2 states and now we need to migrate the users from older DIDs to the new ones.

Describe the solution you'd like Change the channel of the users at RapidPro with new DIDs:

• [x] Create lists of all the users from both of the states
  • [x] Users list of UP state
  • [x] Users list of KA state
• [x] Import both lists to RapidPro separately and add users in a contact_group.
• [x] Create a RapidPro flow to update the channel of the users.
• [x] Run the flow for both of the contact_groups one by one.

Describe alternatives you've considered NA

Additional context Planning to update the RapidPro flows with new DIDs configured.

Acceptance Criteria

• [x] The channels of all the users should be updated to new DIDs at RapidPro.

Documentation Add whatever documentation will be required here.
