DOC107: Prefer 'see cref' to inline code #15

Good reminder to folks so that their names don't drift over time. (Probably the most common thing I see.)

I split this issue similar to the way I split them for other types of references.

Offer to convert <c>TypeOrMember</c> to <see cref="TypeOrMember"/>.
