Sound settings should not be in Savestates #66

Sound On/Off/Mute should NOT be in savestates!  That is an ini setting and has 
no business in savestate files.

I think this was fixed a while ago?

The old VBA used to save everything in the save states, but now it doesn't. It 
still saves a few things (like cheat codes), but the team is slowly removing 
that kind of stuff when people report them.
