Config Class #27

Config class that loads data from a .xml (see meta.xml config tags) that can be referenced anywhere. Config settings should be able to be categorized. The config should be able to be reloaded via an Admin-only command: /reloadconfig The values in the config class are read-only and must be set by editing the .xml

A config class should also be made for the client with the same requirements: #28

I've decided against this since the next GTA:N update will allow for this, see issue #74
