In this PR, we are updating the terraform stack with the following changes:

Capability to optionally create VPC and other network stuff. If vpc_id is not set, then create a VPC.
Changed database to Aurora Serverless to reduce cost.
Created a VPC Connector between App Runner and the MLflow's VPC.
Updated Terraform AWS Provider and small changes in the modules parameters.
