In this PR, we are introducing several changes as described below:

Updated MLflow version to 1.27.0.
Updated MLflow arguments
- Now the MLflow Tracking Server can be used as a proxy to store artifacts.
Added a new GitHub Action to build a docker image for each branch.
Updated Python version from 3.10.4 to 3.10.5.
Added S3 Backend to the Terraform stack.
