According to http://lists.debian.org/debian-legal/2003/12/msg00194.html, a
program must include a statement of which license applies, not just a copy
of that license.
The included COPYING file has a section near the end "How to Apply These
Terms to Your New Programs". As suggested there, common practice is to
include the license "header" in each source file with the statement that
the source file belongs to the program, although it might suffice to simply
include it in the README. Also beware that the example is GPL2+, the "or
later" bit will need to be removed.
