No menu for applications in one of multiple monitors #578

I have a dual display with one monitor on top of another. All applications 
on the top monitor when selected correctly show the global menu. On the 
other hand, applications on the bottom monitor when selected do not have 
their menus displayed.

Workaround: when wanting to use the menu on an application in the bottom 
monitor, drag it to the top. The menu shows up then.

This seems to be a general problem with multiple monitors not only with 
top/bottom ordered monitors. Got the same issue on a 'traditional' dual-screen 
setup.

A quick fix: 

    1. Right-click on the global menu applet, 
    2. select "Preferences" from the context menu, and 
    3. disable "Enable per-monitor mode" in the preferences window that appears.

Perhaps this should be the default option.
