Wish: No Title Bar when Maximized (option) #606

Because:

1. most of the title bar is unused space

2. i personally don't need the file title to always be visible.  i usually
know where i am and what i'm doing, and the app title that appears in
globalmenu is enough.  besides, the file title is visible in the globalmenu
menu if i need to see it.  plus many apps show the file titles in other
ways, like OSD, or if you hover over an associated tray icon.

3. the "Minimize" etc commands are available in globalmenu, so don't need
the left title bar button.

4. the min/max/restore/close buttons on the right of the title bar could be
integrated into the panel??  a second panel applet??

also there is no need to grab/move a window when it's maximized.

i use apps in maximized mode a lot, and i like the window-switcher type 
functionality
of globalmenu.  it's all i need!

also, file/page/document/whatever titles are visible when using alt+tab
