netdata email disable not working #63

Testing was incomplete.

Carefully reading https://learn.netdata.cloud/docs/alerting/notifications/agent-dispatched-notifications/email

We need SEND_EMAIL="NO"

in /etc/netdata/health_alarm_notify.conf
