Vote/Downvote without an ID #130

It would be nice if the !d/vote commands would automatically up/downvote the latest suggestion if no ID/URL was given.

A clear and concise description of what the problem is. Ex. I'm always frustrated when [...]

It would make voting with commands a lot easier, like how if you use !tr without an ID, it will translate the latest post.

A clear and concise description of what you want to happen.

If you use a voting command without an ID/URL, it should apply the vote to the latest suggestion.

I feel like this is unncessary, as you can easily vote from feed reactions, plus !translate/!latest are actually useful to custodians and may need an higher priority to report.
