Prevents the reactions from being added if a command like latest/translate was created less than 30 seconds ago.

Why is this change needed?

Usually, when an invalid suggestion is posted, around 2/3 custodians use !l/!tr very quickly, creating multiple reportable instances. This forces the first command sent to be reported to avoid confusion.

Just tested it, it looks like even if I reported both in less than 30 seconds, it creates a duplicate in the admin queue.
