1:1.25 ratio of EXP for approved:denied reports. #172

What's your feature request about?

Taking away a bigger ratio of EXP when a report is denied. Essentially the original plan from 2017.

Is your feature request related to a problem you're having? Please describe.

Even with past attempts to reduce trigger-happy reporting and encourage discussions between Custodians to determine whether a suggestion is valid or not, sometimes some still slip through the cracks.

Describe the solution you'd like

If a report is approved, give 8 exp. If a report is denied and the suggestion is valid, takeaway 10 exp. If a report is denied because it was deleted by the time an employee cleans the queue, don't take any exp away. (Could just be a separate react on the Admin queue.)

+1. This is a big issue that I have noticed. People see that someone !info'd a post and assume it is supposed to be reported without reading it or seeing if there is a picture. This is a good idea that could provide some incentive to read a post before reporting it.
