Rewrite dupe command to remove rule-breaking suggestion IDs
Why is this change needed?
Custodians mentioned that they think the dupe command should not fully error out when IDs are passed that break certain validation rules. This PR rewrites parts of the command to automatically remove any offending IDs and proceed with the merge request if appropriate.
