At the moment, dupes are handled by only one person and there are times where things shouldn't need to be duped that gets accidentally approved by an Admin.
Describe the solution you'd like
A queue similar to #denied-dupes except it it'll show dupe reports. Doesn't have to be as detailed as #denied-dupes. It can just show the ticket names of dupe + OG ticket + name of reporter.
If Custodians would like to contest a dupe, they can either mention the dupe reporter and have them revoke said dupe or have a reaction on the #dupe-queue that when x amount of custodians OR the dupe reporter themselves reacts to it, it cancels the dupe.
Edit: Limit the ability to contest a dupe to Viziers or above.

Heck just separate the dupe reports from admin queue to a custodian-only queue. :^)
