Order of roof. Do we need to put internal roof boarding under the rafters before the Flex, or will it hold itself? If the latter then we don't need to do the 1st electrical fix for the 1st floor ceiling mounted lights

How do we best deal with the step in the render at the bottom of the existing walls.
