Commented out lines 31-36 (wget) and changed version to 1.0.2c

Build was blocked for v1.0.2b because wget step in Dockerfile (lines 31-36) failed (heatcluster-1.0.2b already existed). Renamed version to 1.0.2c to allow completion.
