Update Dockerfile

• puts all pip installed things on one line

This doesn't have everything required for StaPH-B hosting, but this should be a functional Dockerfile for a lot of things

Basically, you'll want to do something similar to this Dockerfile, with a few changes:

• Instead of your COPY step, you'll download your github tar directory
• you'll need to add "as app" to the first FROM instruction, and then at a test stage that starts with "FROM app as test" followed by a test of somesort
• Your labels may need to be adjusted

Then, that Dockerfile will be added to the docker-builds repo. It's the same steps that you went through when you updated the filtlong image.
