A few fixes and improvements for flying

Hi! Many thanks for making BCAR! Here are some fixes and extra bits that build on wings and flying. I've been finding these useful and fun so I thought I'd offer them back for everyone to use.

• Add 'flutter' as a verb as well as 'flap' and use it for fairy, pixie and bee wings
• Add commands to start and stop flying
• Add more items that prevent flying in addition to neck restraints, factor out the check for whether the player can fly into a separate function & also check the player has wings.
• Fix a crash if you tried to fly but had never set an emoticon
• Change the verb for wings in the UI to 'flap' instead of 'wag'

If you'd like some of these fixes but not all, that's possible too, I can split them up.

Also, I wasn't 100% sure what your process is, so I've added these to the beta script: hopefully that's the correct thing to do, but let me know if not.
