enable installing for all users?

currently it is mixed:

• autostart option is machine wide
• rest of configuration is user bound
• should be no problem to make both those into user settings

BUT then we must revisit the intaller and make using admin rights conditionally and find a better suitable install scope:

• InstallScope="perMachine" InstallPrivileges="elevated"
• what happens to updates when the install scope changes after the update?

UPDATE: current state is the following:

• installer always starts with elevated rights (this might be improved upon to be only optional)
• recnforget is installed to a folder that is accessible by all users
• app.config/registry settings are stored under their respective user nodes

This is now more of a brainstorming task:

• Is it acceptable that one user can uninstall a program for all others?
• If so do we need to look for user data other than the current user to remove?
