Add new wrappers for ClearNLP and deprecate ClearParser #338

Jinho Choi has released the latest version of his dependency parser in the 
ClearNLP project (https://code.google.com/p/clearnlp/), so a new 
cleartk-clearnlp project should be created to wrap this new tool.  Also, if 
this new release also includes semantic role labeler APIs, the entire 
cleartk-clearparser project should be deprecated.

Wrappers have been added, but a new issue needs to be filed to deprecate 
ClearParser
