Support nationalPrefix ForParsing/TransformRule. #81

This additional functionality means that e.g.:

Brazil's (0xx85) 2222-2222 is parsed to +55 85 2222-2222;
Colombia's 03-321-123-4567 is parsed to +57 321 1234567;
The invalid 0-321-123-4567 is not parsed as a Colombian number (the auto-generated tests were testing this number).

Coverage increased (+0.001%) to 99.968% when pulling 545b1ad8cbe196f6c899f1886b061c221157920f on dracos:77-national-prefix-parsing into 850ad3185171a00c5962b73dfc169ce08f1cab9a on DrHyde:master.

FYI partially reverted in f92f92d as I think subsequent changes in libphonenumber's metadata for CO mean that it's no longer entirely valid.
