Bump RunSqlCmdScripts version to 1.1.9 to include trustServerCertificate #58

Bumps the version to 1.1.9 (please check if it needs to be in any other place) so a new release can be made to marketplace. Current version on marketplace is 1.1.8 from 2021. trustServerCertificate was added in #51 but the version wasn't changed.

@pegasy would you be able to take over this project from me? In recent years I never seem to get the time to dedicate to this project and I hate to be the bottleneck stopping the extension from progressing.

If agreeable to you, I will figure out how the extension can be published on Microost Visual Studio Marketplace by yourself or anyone else interested in taking the project over.
