Map Report template #1

@ninbrm : There is no support yet for the Package level templates in Quarto (https://github.com/quarto-dev/quarto-cli/issues/1111). So I used the NINA Report template in Rmd as a template for the Map Reporting template. When Quarto do add this feature it is suggested that it will be done in a similar way to the way it is done for Rmd now. We can update this when that happens.

The branch dataReport contains the template as it stands for the Map based on the ODMAP format. I am writing a "helpfile" now to expand on the notes inside the template. Need to change some of the yaml outputs to better reflect the required output

Not saying this is a priority now, but:

It seems Rstudio is only lacking the GUI dialogs to fetch a custom quarto template, and that the command line interface works (https://github.com/quarto-dev/quarto-cli/issues/1111). If we want to use that, we should put up a dedicated repo for the template on the NINAnor github I guess.

It also seems possible to include custom quarto templates in an R-package. That is, similar to what I've done for Rmarkdown in NinaR: https://spencerschien.info/post/r_for_nonprofits/quarto_template/

I don't have time to investigate further right now (have to stop procrastinating...). But I will probably return at some point :)
