The last time poppler showed up as a conflict, it was a DragonFly-specific issue with how cups-base was fixed. It's possible this is a similar case (regardless if pkg-plist conflicts, something is probably pulling both in which is how you likely noticed it). The "solution" is often to mark the conflict rather than resolve it.

These days, poppler is a library dependency for many packages.
I may go as far as saying it's the de facto rendering library for most PDF software in ports.
Since some people may also want to explicitly use xpdf, it only makes sense to fix the latter.
