TO-DO: fix bonobo server from running with PKG_BUILDING set #70

Bonobo has started locking up a slave because it's activated as a result of building the package (what?). Seen in ps:

/usr/local/libexec/bonobo-activation-server --ac-activate --ior-output-fd=17

Update the server to not activate if environment variable PKG_BUILDING (or whatever) is defined.
