Does all of userland need to be rebuilt after

libc: Add initial sysvipc Symbol map (untested)

No. The first commit has only affected one port that I know of (gkrellm2) the second doesn't do anything (symbol map not yet used). Before I turn on symbol mapping for a dozen libraries inlcuding libc, I'll build a new set of packages first, because that will require everything to be rebuilt.

For now, though, nobody has to do anything except use the very latest dports for source builds if they also are using the latest master.
