feat: add option to allow passengers to control the sirens #9

Added a boolean option to allow passengers to control the siren system. Wrapped this in a simple function. Passengers still cannot control the horn nor the indicators.

Default value is false.

I'm closing this PR as this repo seems dead. This and many other changes are implemented in my fork of this repo.
