/sui resetbars isn't working #39

When I changed the code to make bar settings save between sessions, it broke 
the ability to reset the bars using the slash command

I moved the metatable code to a separate local function, and called it inside 
the 
startup code. I then added this same code to the resetbars command so that it 
will 
correctly reset the data to defaults. Present in r38

verified ingame using as many scenario as I can think of.
