Totem bar menus are not on top of unitframe elements #9

When opening a submenu of the totem bar, certain player frame elements
appear on top of it. This is a visual issue, and needs to be corrected
before release.

The totem menu doesn't accept certain modifications. For instance attempting to
adjust the frame level and frame strata doesn't work. When I tried forcing it to
change via hookscript or overwrite, it caused taint. I need to find an 
alternate method.

After reviewing possible solutions I felt that the only good solution was to 
make the
player frame appear lower than the totem menu. The only way to do this was to 
lower
the frame strata and frame levels of unitframe elements.

After experimenting with this at length, I discovered that as long as I put all
SpartanUI frames in the BACKGROUND strata, and adjust their frame levels 
accordingly,
I can make everything look right while making sure they are behind most frames 
in the
default ui. The exception is of course the popup masks, which need to be a 
strata of
MEDIUM, like they are now.

There is a separate issue tracking this, and I fixed the player frame first, so 
I am
officially closing this issue. The totem menu now appears correctly.
