Create de_DE.lang #10

I used en_US.properties from DragonProxys resources as basic structure. Feel free to remove any unwanted translations. And consider adding/linking the en_US.lang file so other translators may make use of it.

p.s.: replaced the german chars ä, ö, ü and ß with its unicode representations like @kirill3345 did in c25fa648948fabae2d48f61b084bb5643adf9f5a 6 days ago.
