Add restart prob #90

LMS side of restart problem

@dharanisakary Sachin and I have approved the code. Please check this new feature by going to the model library page and testing out the restart problem checkbox.

There are two primary use cases to test:

1) Open a model in reconstruction, reconstruct it partially or fully, and then close the model. Use restart problem to start again from a fresh copy. Original work will be lost, this is fine.

2) Reconstruct a model, then close it, edit it (in author mode), and then select restart to begin reconstructing the updated model. (Before you would just get back the old reconstruction).

If you think of some edge case please try it too. Let us know what you find! Thanks.
