Add Tags to torrents (Allowing processing to persist runs)

Add support to hardlinks
Allow torrents to continue seeding past completion (Current behaviour is Pause a monitored torrent when completed which makes it impossible to use with torrents that require seeding i.e private tracks and non-FREE_LEECH tagged)
