Change the folder/file deletion logic to blocklist downloads #35

The script will not blocklist torrents when running the download folder cleanup logic in the instances where we have a valid download ID.

This should cover all sane cases for issue #34, I won't be merging it just yet though as it needs some in-depth testing.

The Linux and the Windows binaries have been built as part of this PR:
