Witchery garlic has no mutation recipe, can't be planted outside an agricraft crop, and can't be replaced by agricraft garlic in witchery recipes. Though the reverse is true.
Biggest problem is that while witchery garlic grows in crops and propagates to breeding frames, it can't be harvested. Right-clicking sets the plant back but gives you nothing. Breaking a mature plant gives you your 1 garlic back. How is this supposed to be farmed?
