What's actually happening is that going from Lure IV to Lure V drastically increases the average wait time from around 5 seconds max to potentially several minutes before you can catch a fish due to how the wait time until fish caught is calculated. Similarly, going from Lure V to Lure VI makes it impossible to fish with that fishing rod since it will always re-roll the wait-time to fish, instead of actually decreasing it.
