Implied Consent Cookie Policy #62

The UK needs a simplified cookie policy that pops up, has the user click ok, then stores the cookie.

This will be updated with a more advanced cookie policy further down the line, but this is a requirement for site launch.

Switched this to critical, as it needs to get done before the UK launch so if it isn't in this sprint we need to accommodate for it in the next one.

FED complete - this will be included in the Sept 3/Release 2 deliverable Updates to html, css and js The new component html can be found on the cookie-consent-page.html and is placed just after the opening tag The js is injected on the bottom of that page, just above the closing body tag.
