Version 3.0 Major UI Overhaul and Add a Menubar PLUS what to put in the About window. #24

For version 3.0, I think I can get rid of the tab controls at the top and just use a menubar. What that means is there will be a menubar at the top of the window with File, Tools, and Help entries. File has Exit; Tools has Options (which I might rename to Settings;) and Help has About, License, and Authors, and maybe Help Topics (because I want to have the least possible amount of space used up by the About windows.) The Help entry is organized from top to bottom like so: Help Topics, separator, Authors, License, About.

There will be a "Check for Updates" button in the About window, as well as links to go to the GitHub repo to download the source code, a link to my website, and anything else.

Also, somehow make it so that buttons that aren't used very often are in a hidden panel away from the rest of the buttons. For example, put the Language Options for Office in a popup menu not on the main UI. This doesn't have to be done for version 3.0, but maybe by 3.5?

I copied a comment from the 32-bit repo and GitHub is now referencing this issue because of how it works even though I changed the comment.
