Set installer package to upgrade/migrate user settings from the previous version. #181
This is described in #178, but for now there won't be a tab in the Options window for this, and it'll automatically upgrade the user settings in v3.3 Stable if the proper setting is enabled. Only the installer will have this enabled by default.
If this setting is disabled or we can't find the temp folder, it'll be turned off as well without notification.
