Make FX sound the same as KShoot #15

OS: Windows 10 Pro 64-bit, Version 1703, Build 15063.674 Commit: d777a48

Since USC uses the .ksh file type, shouldn't at least sound the same as KSM?

Most effects in ksm are only described by name and those that have parameters only let you set a select few parameters so finding the default settings for some effects is tricky. Also, the implementation of one effect might be completely different from how it's implemented in unnamed clone so making it sound the same becomes even harder.

Ignore the messed up lasers on USC, that was for #10 which has already been fixed.

Here is what I found:

Bitcrusher's gain is way too low.
"Wo" repeat rate is too fast.

Low- and High-Pass sound good, no need to change them

The gating and repeat effects are off with this song, it seems like some offset is wrong.
