General Issue for tracking to-do's for the tools tab.

Base functionality:

[x] Optimize categories for SALURBAL presentation (add SALURBAL and generally check the methods).
[x] Add LE_disparities app
[x] Add password protection for internal items (e.g. the GDP report)
[x] Add release date to cards and initially sort by release data
[x] password protect unreleased tools.
